Procedure & Eligibility for Birth Certificate in Kerala
Under the Birth & Death Registration Act only citizen of India is eligible to get certificate of birth. The certificate application must be submitted within 21 days of occurrence of new born. With complete documents and application, one has to visit town registrar if going for offline procedure or require submitting online application for birth certificate if opting online procedure. Registration with 3 weeks-time is acceptable after that late fee is imposed. Also, an affidavit of birth mentioning the reason for late submission is required.
An application written by any of the parent of Guardian to RDO (Revenue Divisional Officer) is acceptable with documents. Then RDO will further conduct birth enquiry by giving orders to village officer. After submission of enquiry report and affidavit from parents of INR 50, documents will be verified. On completion of procedure, new birth certificate will be issued at village, panchayat level. Contacting Taluk officers is another way to apply offline.
To do birth registration after one year one has to obtain non-availability letter from the district Kerala Panchayat to be registered. If occurrence of the new born happens in hospital, private clinic or health center then again, an affidavit from birth center authority stating details of birth is mandatory to be submitted along with form and fee.
